Brigadier General Alberto C. Rosende was commissioned as a Second Lieutenant in the United States Army Engineer Corps in May 1984 from the University of Miami Army ROTC program, as a distinguished military graduate. During his 31 years of service, BG Rosende has commanded at Company, Battalion and Brigade levels, and has served in multiple staff positions at all echelons, including the Division and Major Subordinate Command levels.
Brigadier General Rosende assumed command of the 1st Mission Support Command (MSC) on 27 February 2016. From October 2014 to February 2016, he served as the Commander, Atlantic Division, 75th Training Command, located on Joint Base McGuire-Dix- Lakehurst in New Jersey. Prior to assuming command of the Atlantic Division, BG Rosende served in the Office, Chief of Army Reserve, where he was working directly for the Chief, Army Reserve as a Special Assistant. As a member of the CAR’s Strategic Studies Group, he worked on the development and implementation of the Private Public Partnership Initiative.
Brigadier General Rosende has two combat deployments to Afghanistan and Iraq. He deployed to Afghanistan in support of Operation Enduring Freedom from April 2005 through April 2006, while serving as Battalion Commander of the 391st Combat Engineer Battalion (Light), located at Greenville, South Carolina. He then served as the S3 (Brigade Operations Officer) of the 926th Engineer Brigade, in Baghdad, Iraq, from May 2008 through February 2009.
Brigadier General Rosende’s awards and decorations include the Legion of Merit, two Bronze Star medals, four Meritorious Service Medals, two Army Achievement Medals, the Outstanding Volunteer Service Medal, the Army Staff Badge, and the Parachutist Badge, among others.
Brigadier General Rosende is currently pursuing a doctorate degree at The George Washington University in Executive Leadership, where he has completed the academic portion and is now in the dissertation phase. He holds a Bachelor of Science degree in Business Administration from Nova Southeastern University, a Master of Science degree in National Resource Strategy from the National Defense University, and is a graduate of the Eisenhower School, formerly the Industrial College of the Armed Forces. In his civilian capacity, BG Rosende has more than 25 years experience in the electronic payments industry. He is currently employed by Visa, Inc., based in Miami, Florida, where he supports financial institutions in the Latin American and Caribbean Regions. His expertise is in fraud prevention and risk management in both the card issuer and merchant acceptance businesses.
Command Sgt. Maj. Harry Muñoz Santiago was born on September 30, 1956. He has served for 32 years in the United States Army and participated in Operation Iraqi Freedom.

As a civilian, Command Sgt. Maj. Muñoz performs as a military technician at the Reserve Personnel Action Center South, located at Juana Diaz, PR.
He is also a member of the Military Order of the Purple Heart.
In September 2013, Command Sgt. Major Muñoz was selected to serve as interim Command Sergeant Major for the 1st Mission Support Command, US Army Reserve-Puerto Rico.
